Do I consider it legitimate for the Cabinet of Ministers of Ukraine to appoint three new members of the National Energy Regulatory Commission without holding open hearings and public discussion?

I wonder if the Kyiv City Council has the authority to rename parks without consulting local residents? Is there a need for some kind of public discussion before making such a decision, as in the case of Yunist Park, which they want to rename in honor of Sergei Parajanov?
