Are officials responsible for the reduction of electricity generation at NPPs?

Three Ukrainian NPPs were forced to sharply reduce electricity generation due to Russian shelling. As I understand it, this affects the energy system of the entire country. I am interested in whether the officials responsible for the safety of these plants can be held accountable? After all, the reduction in generation can have serious consequences for the population and the economy.
