Underfunding of the judicial system and its consequences

I read that the new state budget again lacks a significant amount for funding courts, causing problems with payments to employees, building maintenance, and the execution of court decisions themselves. I am interested in whether such chronic underfunding of the judiciary can realistically lead to a violation of my right to access justice (for example, if there is a shortage of judges or court accounts are blocked), and what citizens can do in such a case if their case is not considered or the court decision is not executed for this reason?
