I want to know whether city residents have the right to appeal the decision to transfer the city hospital building for high-rise development, if this was done without the consent of the city council?

Do I need to notarize copies of the court decision on adoption and the city council decision on establishing guardianship before submitting them to the CCC for processing a deferral?
