Is it lawful to collect a court fee for filing an appeal or cassation complaint against a court ruling on the refusal to grant an application for judicial control over the execution of court decisions by public authorities?

If the prosecutor has appealed the acquittal of the first instance court and the appellate court has left it unchanged, can the prosecutor file a cassation appeal against this verdict? What should I do if I believe that the acquittal of the accused in a criminal offense was made illegally?
