Will refusal to undergo certification be considered a reason for exemption from customs?

I am a civil servant in the customs sector and am considering the possibility of dismissal due to my unwillingness to undergo certification according to the new Procedure approved by the Cabinet of Ministers. Will refusing to undergo certification be grounds for my dismissal?
