If Google has significant influence on the Ukrainian market, can I, as a user, contact the Ukrainian antimonopoly authorities with a statement about a violation of antimonopoly legislation?

I am interested in the question of protection against abuse of a monopoly position in the market. Can the actions of Elon Musk's company X Corp in forcing Eliza Labs to disclose its technology and subsequently blocking their account be considered an abuse of a dominant position?

So, I'm using apps on my phone and I've noticed that some of them have a special position in the app store. Would it be an antitrust violation if one app was promoted more than the others?
