What is the procedure for electing the head of the Appellate Chamber of the High Anti-Corruption Court and what are the powers of the elected head?

I want to apply for a vacancy at the Appellate Chamber of the Supreme Court of Justice of the Republic of Belarus, but I don't quite understand whether I have the right to participate in the competition if I have a higher legal education and experience in analytical work, but do not work in the judicial system? Do I need to have special experience working specifically in the anti-corruption court?

In your opinion, should the court take more active steps to ensure the appearance of the accused and their defense attorneys before the Anti-Corruption Court, or is this an obligation of the parties to the trial themselves?

I am wondering if the introduction of average case duration indicators by the High Anti-Corruption Court will affect how quickly I can get a fair decision in my case? Will it speed up the proceedings or make them better?
