Is absenteeism considered during martial law if an employee failed to show up for work on time because he was detained by CCC representatives during a street check and then released?

Can a civil servant be dismissed from his position for absenteeism without good reason if he has previously been subject to disciplinary action in the form of a reprimand for a similar misconduct?
