Questions about mobilization

In light of recent news about changes to the law on mobilization, there are questions. The husband has a disabled father of the 1st group. He takes care of his father as he is completely bedridden. Of the other relatives, there is only this man's sister, who has lived abroad all her life. Will such a man be mobilized?

I work as a kindergarten teacher. I recently read that the Education Ombudsman supported the idea of additional payments for teachers, but noted that local governments can, but are not required to, establish such additional payments. Does this mean that they have some freedom of action in this matter, or is there any legislative obligation to establish such additional payments?
