Tell me, please, does the city council have the right to raise...?
... tariffs for communal services? And which executive body can cancel its decision?

I recently learned that a case is being considered in Ukraine regarding whether a change in utility service provider can lead to an automatic increase in tariffs for consumers. I'm curious: generally, if a provider changes in an apartment building, can heating or water prices be immediately raised without approval or additional reason, or must it be somehow legally justified? What should I do if I find out about such an increase only in my utility bill?
I saw news that the Supreme Court has referred for consideration the question of whether the cost of utility services can increase immediately after a change in heat supply provider. This concerns me because recently our building's supplier changed, and new, higher tariffs have already been announced. Please explain whether they have the right to automatically raise tariffs simply because the supplier changed, or if there must be other grounds or separate decisions for this?
I recently learned that mobile phone tariffs have increased by 4.7%. Am I entitled to any compensation or appeal against this decision? How can I protect my consumer rights in this situation?
From January 1, 2026, Ukraine will join the EU's single roaming area as part of the "Roaming like at home" policy. This means that Ukrainians will be able to use mobile communications in the EU at the rates of their domestic operators. But will this also apply to those who have additional services or special offers from the operator?
