Does the village council have the right to force the signing of an agreement on garbage removal?

According to the current legislation of Ukraine, namely: according to Art. 35-1 of the Law of Ukraine "On Waste Management", owners or employers, users, including tenants, of sources of household waste generation conclude contracts with the provider of household waste removal services, pay for household waste management services and ensure separate collection of household waste .

According to Art. 25 of the Law of Ukraine "On Housing and Communal Services", consumers are obliged to conclude a contract on handling household waste with a person determined in accordance with the procedure established by law. The above-mentioned Law refers to the category of consumers individuals and legal entities that receive waste management services.
