What rights do they want to limit for evasives?

The new draft law on mobilization provides the right for the Territorial centers of recruitment and social support to apply to the courts to seize the funds of evaders, restrictions on their travel abroad and driving a car.

If a conscript or reservist did not appear with a summons to the TCC and SP and at the same time there is no possibility for the National Police to carry out administrative detention and delivery of the conscript within 25 days, the head of the TCC and SP within five days sends the citizen in electronic or paper form in the form of a demand for performance of duties.

After that, the citizen must, within 10 days from the date of delivery of the demand, appear at the relevant TCC and SP (or a foreign diplomatic institution of Ukraine, if he is abroad).

If he has not done so, the TCC may apply to the court for a temporary restriction on his right to travel outside of Ukraine, on the right to drive vehicles, to seize funds held in accounts in banks or other financial institutions or on electronic money.

At the same time, the restrictions are removed after the conscript or reservist has fulfilled his obligations on demand.
