Is it sufficient for persons leaving Ukraine for the first time to have:

  • A stamp in the foreign passport about departure to the PMP,

  • Certificate from the fiscal service about property status and tax payment

  • A note about deregistration

  • Military ID with a note in 2014 about removal from military registration?

According to the latest clarifications of the DPSU dated 02.02.2023:

Departure of men permanently living abroad.

Male citizens of Ukraine between the ages of 18 and 60, who permanently live abroad, may leave if they have the appropriate marks in their passports, in accordance with Art. 4 of the Law "On the procedure for leaving Ukraine and entering the city of of Ukraine" which can be:

  • for persons leaving for the first time - a stamp on registration of departure abroad to a permanent place of residence;

  • for persons who permanently live abroad - a stamp on the registration of departure abroad to a permanent place of residence and a mark (stamp) on being entered into permanent consular registration at a foreign diplomatic institution of Ukraine or the stay of such a citizen on permanent consular registration is confirmed by a certificate of stay at the consular office accounting, which is formed using the means of the departmental information system of the Ministry of Foreign Affairs of Ukraine.
