Where can I get a certificate about the composition of the family now, if I live in the private sector and there are no more quarter committees (previously, the heads of these committees were issued)?

A certificate on the composition of the family or persons registered in the residential premises/house is not issued. Now, to confirm the registered/declared place of residence, you can get an "Excerpt of the place of residence from the register of the territorial community". This can be done here: https://diia.gov.ua/services/vityag-z-reyestru-teritorialnoyi-gromadi.
