Ukrainian enterprises, which are important for the branches of the national economy, can reserve their workers, which will give them a reprieve from mobilization despite the martial law.

According to the legislation, it is necessary to meet at least one of the following criteria:

• providing support and monitoring of investment projects in accordance with the decision of the Cabinet of Ministers or the Ministry of Economy;

• implementation of state policy, the formation of which is responsible for the Ministry of Economy;

• receiving financial state support in the form of grants (according to legislation);

• performance of works, provision of services for the Ministry of Economy on a contractual basis (only if such contracts are concluded for a period of six months or more);

• the enterprise is directly in the sphere of management and executes state orders;

• the enterprise operates in three or more regions of Ukraine in the sphere, the formation and/or implementation of the policy of which is ensured by the Ministry of Economy;

• the average salary of the employees of the enterprise, institution, organization that carries out activities in the field, the formation and/or implementation of the policy of which is ensured by the Ministry of Economy, is not lower than the average salary for the country, multiplied by a factor of 1.5;

• the enterprise is responsible for such type of production or provision of services, which ensures the needs of other enterprises, institutions, organizations in material and technical resources, raw materials and components, the absence of which will lead to a complete stop of production of products or provision of services in the field, realization/formation which is provided by the Ministry of Economy.

In addition to the company's employees, their managers are also subject to reservation from mobilization. Unlike employees, who can be reserved within 50% of the total number of conscripts, managers are not subject to this limit and can be booked outside these quotas.
