They bought a car, or rather settled with the owner, but during registration ...?

solved

...it turned out that the vehicle was encumbered (that is, the car was once purchased on credit) even on the first owner. But now the car is registered to a third person, who is not related to the first owner, has a different transport number than the one indicated in the encumbrance. I have no connection with the first owner, I don't know why the encumbrance was not removed - I think there were credit problems. The current owner says that she had no problems with registration.

How to be in this case? How could you register the right of ownership to another person if there is an encumbrance?

Please let me know in more detail how it happened that you paid for the car before its registration? Did you purchase it "by proxy"? If YES, then it is not considered a purchase of TK and the transfer of ownership does not occur.

From the information provided by you, it can be seen that the owner of the car deceived you and if there is no confirmation of the fact of transfer of money, it will be impossible to return it.

Regarding your question about the possibility of registering a car for another person if there is an encumbrance, THIS IS NOT POSSIBLE, since one of the reasons for refusing to register a vehicle is the presence of an encumbrance on the vehicle.
