A child under the age of 16 without a passport can be released abroad with a birth certificate, but only if he is traveling with adults. Children under the age of 18 can also cross the border with both a foreign passport and an internal passport of a citizen of Ukraine.
During the martial law in Ukraine, children under the age of 16 can leave the country accompanied by one of their parents, a grandparent, an adult brother or sister, a stepmother, a stepfather, or other persons authorized by one of the parents with a written application (it must be certified by the guardianship authority and care). This does not require a notarized certificate of consent from the second parent. In addition, you must have a passport of a citizen of Ukraine or a birth certificate if the child does not have a foreign passport.
