What has the government changed in the field of procurement of medical products?

The government adopted a resolution that will make procurement of medicines and medical devices more transparent and efficient.

The document obliges public customers to buy some medicines and medical products through the Prozorro Market electronic catalog.

If medical institutions purchase medicines and medical products from the specified list, worth UAH 50,000 or more, they are obliged to use the e-catalogue.

In particular, in 2022, the total cost of medical products purchased through the e-catalog was UAH 28 million, while in 6 months of 2023, this indicator grew to over UAH 235 million.

This tool works on the principle of a marketplace and is free for customers. Thus, health care institutions will be able to quickly and conveniently purchase goods using the price quotation request tool. On average, this procedure lasts 9 days. The medical part of the catalog is administered by specialists of Medical Procurement of Ukraine.

MZU is a centralized purchasing organization that, thanks to e-catalogs, carries out preliminary qualification of suppliers. She is also responsible for creating product profiles. This will not allow public customers to apply discriminatory requirements to participants in procurement and supply conditions.
