Fines for violations during the work of TCC

I read that a TCC officer was fined over 30 thousand hryvnias because his subordinates worked not in military uniform, with covered faces, and without video recording during the handing out of summonses. I am interested in how mandatory these requirements are for TCC employees and whether someone else can be fined in the same way if, for example, a body camera broke down or people work out of uniform for safety reasons?
