Who compensates for destroyed housing?

I read that the state is not always responsible for destroyed housing if there is no evidence of a breach of its positive obligations. If my house was destroyed as a result of the war, but I cannot prove that the state failed to do something, can I receive compensation for the housing? What specific evidence is needed to obtain compensation from the state in such a situation?
