Can a lawyer submit a request without a contract?

I read that a lawyer's request must now be based on a genuinely existing contract for the provision of legal assistance to a client. Previously, it seemed to me that a lawyer could make a request even without such a contract. If a lawyer submits a request without having a signed contract with the client, what consequences might arise for them, and is such a request considered valid?
