Financing of state delegations from the budget

I read that the Cabinet of Ministers is to ensure the financing of participation for some members of the Ukrainian delegation to the UN conference at public expense. I am interested if there are any clear rules on how it is determined exactly who the state finances during such foreign trips? Is it possible to appeal if someone was not included in the list of those whose expenses are covered by the budget?
