Use of humanitarian buses during wartime

I read that the Parliament is currently proposing to allow the use of humanitarian buses for passenger transportation between cities and villages during martial law. I am interested: if these buses start transporting people in a regular mode (for example, as public transport), will there not be any legal problems later with their primary purpose, or questions regarding safety, documents, or will such transportation even be legal and who will be responsible for it?
