Use of humanitarian buses during martial law
I read that the Rada is discussing amendments to the law on the use of humanitarian buses for transportation between cities and villages during martial law, but disputes arise regarding the wording "communal property entities formed by local self-government bodies". If, for example, local authorities create an enterprise for transportation and receive a bus as humanitarian aid, can such an enterprise officially carry out passenger transportation while the mentioned wording of the law is unclear and there is no single approach to understanding who falls under it?
