Compensation for destroyed housing by the state

If my house was destroyed during hostilities, and I have all the documents about it, but I cannot receive compensation from the state because they say that the state has not violated its obligations, what should I do next? How can it be proven that state compensation mechanisms are indeed not working, and the state should be responsible for my lost property?
