Legal basis for the creation of the Pantheon of Ukrainians

I read that a Pantheon of prominent Ukrainians is now being created in Ukraine, and there's a desire to return the remains of historical figures from abroad to their homeland. I'm curious if there are already any specific laws or rules that determine how such historical figures will be selected and reburied? Who and how will decisions be made regarding whose remains have the right to be in the Pantheon, and can relatives influence this?
