Legal conditions for biomethane production

I recently read that the government approved a program for the development of biomethane production and plans the construction of new plants and deregulation of connections to gas networks. If I or my business wants to engage in biomethane production, what are the main legal requirements and permits needed for this? And are there already simplifications or special conditions for connecting new biomethane producers to the gas transmission system?
