Search mark in Reserve+ without fine

I read that even without a fine or a protocol being drawn up, the TCC can make a note about military registration violation in the "Reserve+" system, and even declare me wanted. If I changed my place of residence but have not yet registered for military service at the new address, does this mean that I can be declared wanted solely on the basis of this fact, even if I have not been held liable? I am interested in what consequences and rights exist in such a situation – can I somehow prevent or appeal such a mark without a court decision or a fine?
