Employer's establishment of part-time work

I recently learned that an employer can independently decide to transfer employees to part-time work and simply notify them two months in advance. And if I don't agree, my employment contract can be terminated with severance pay. Does the employer truly have the full right to act this way without my consent, and can I somehow protect my interests if the new terms do not suit me?
