Adoption of a child abroad during wartime
I saw news that an Italian court allowed the adoption of a Ukrainian child, even though the child has a living mother and siblings, and the father simply went missing in the war. Since, as I understand it, there is currently a moratorium on international adoption for Ukrainian children, I am interested: can a foreign court legally adopt a Ukrainian child without the consent of the living mother and contrary to Ukrainian law on the moratorium, and what can generally be done to return such a child home to their family?
