Is it legal to fine without notice of the hearing?

Please explain, do they have the right to issue a fine for violating military registration if I, as a serviceman liable for military service, was not properly notified of the date and time of the case hearing? What should I do if I find out about the fine only after the decision has been made, and I did not have the opportunity to defend myself at this hearing?
