Impunity of a judge for illegal actions

I read that Judge Salai made decisions on conducting covert investigative actions regarding people who had no relation to the case at all, and for almost two years, the High Council of Justice has been unable to consider a complaint against him because there is constantly no quorum. If a judge is not held accountable for so long, continues to work, and receives a salary – is there any term after which such a complaint will no longer be possible, or is there a mechanism to achieve consideration of such a case if the HCJ constantly fails to convene?
