Fine for a serviceman for unauthorized absence from a unit

I read that a serviceman was fined for being absent from his unit without permission for two days, and the court imposed a fine of UAH 8,500. I am interested to know whether in a similar situation (if someone was delayed or did not return to the location for personal reasons) they can be limited to just a fine, or if there are cases when they can be held to more serious liability, such as criminal? What factors determine this?
