Compensation for victims in a road accident abroad

I saw news that a bus with Ukrainians was involved in a serious accident in Bulgaria, with fatalities and many injured. If I or my relatives find ourselves in a similar situation abroad, who should be responsible for the damage and medical treatment — the bus company, the insurance company, or someone else? How can victims actually receive compensation, and is it possible to do this from Ukraine?
