Restoration of the Druzhba oil pipeline after a Russian strike

I saw news that Ukraine has completed repairs to the Druzhba oil pipeline damaged by Russian shelling, and now oil supplies to Slovakia are expected to resume. I am interested in how responsibility for damages is determined in such cases when critical infrastructure objects, like this oil pipeline, are damaged during wartime – can compensation for damages be claimed, and who should compensate for it?
