Payments of 30 thousand for seconded military personnel

I am a serviceman, and I have been seconded to work in a state institution. I read that Cabinet of Ministers Resolution No. 168 provides for an additional payment of 30 thousand hryvnias during martial law. Why do these payments not apply to people like me, if I am still performing tasks for the defense of the state? Is there any way to get this additional payment, or is it hopeless?
