English-language exams and photos for driver's licenses

I heard that there are plans to allow taking the theoretical exam for a driver's license in English and to change the procedure for identity verification through a mandatory photograph before the exam. I am interested if Ukrainians will also have to undergo this photo identification, even if they already have a photo in the registry, and if it will be mandatory to take the exam in the state language if I know English well? For example, if I decide to take it in English, will this affect the subsequent recognition of my license? I would like to understand how these innovations will really impact those who want to obtain a driver's license.
