Responsibility of social services in child trafficking

I read news that in Volyn, a woman sold her 6-year-old son, and the boy was registered with social services. I am interested to know if social service employees can be punished if they knew about the difficult situation in the family but did not take sufficient measures to protect the child and prevent such a tragedy? What kind of responsibility is generally provided for them in such cases?
