How the head of the district court is elected

I saw that Oleh Pylypchuk was elected head of the Tomashpilskyi District Court based on a secret ballot of judges. I'm curious whether any external individuals or bodies can influence this decision, or if everything truly depends only on the judges' votes? And if so, can such a procedure be challenged, and who oversees it?
