How are judges selected for the court of appeal?

I saw that not all candidates passed the interview in the competition for a judge position in the Odesa Court of Appeal, and only a part confirmed their ability to administer justice. I am interested in what criteria and grounds the High Qualification Commission of Judges uses during such a qualification assessment? How to understand why some candidates receive a positive decision and others do not?
