Moment of silence via notification system at work

I read that a moment of silence will now be announced daily via the notification system, and enterprises must inform employees about it. What if I work for an organization that does not announce such a moment of silence or does not inform about it, could there be any legal consequences for me or my employer? How will this be controlled in general, and is it mandatory for everyone to stop work at this time?
