Is a suspended sentence fair for car theft?

I read about a case where a former police officer stole a car and received only a suspended sentence instead of actual imprisonment. I'm curious why for a crime like illegal possession of a car, one can receive such a lenient punishment? What determines whether a person actually goes to prison or only receives a suspended sentence, even if the value of the damage is significant?
