Appointment of judges by the President

I read that even after the High Council of Justice submits a proposal for the appointment of judges, the final decision is made by the President. Does this mean that the President can refuse to appoint a judge, even if the HCJ has already approved the candidate? And if so, are there any clear rules or deadlines that the President must adhere to when making such a decision?
