Use of frozen Russian assets for reparations

I read the news that the state is considering the possibility of obtaining a reparations loan at the expense of frozen Russian assets, but it's not certain that this will be agreed upon at the international level. I am interested in whether Ukraine can legally obtain and use these frozen funds for reconstruction or defense at all, and what are the most likely legal obstacles for this process?
