Peace agreement between Ukraine and other countries

I read that Zelenskyy, Trump, and European leaders plan to discuss a possible peace agreement regarding Ukraine. I am wondering, can such agreements affect my rights or change laws in the country? And is it mandatory for the leadership to consult with citizens or hold a referendum before signing an important peace agreement on behalf of the entire country?
