Security guarantees during a truce

I understand they are talking about a possible Christmas truce, but Zelensky emphasizes the importance of clear security guarantees, otherwise it's impossible. Please tell me, who and how can such guarantees be provided in our situation? Should it be some international law or a specific organization responsible for upholding the truce, and what should be done if one of the parties violates it?
