Can territorial issues be resolved without the people?

I read that territorial issues should only be resolved by the people and the President, as the German Chancellor said. I am interested in whether, by law, important decisions regarding the territorial integrity or changes to the borders of Ukraine can indeed be adopted without holding a nationwide referendum, i.e., solely based on the decisions of the President or government bodies? I want to understand how this is regulated in our legislation and Constitution.
