Salary increase for educators: will everyone get it?

I'm currently seeing a lot of news about salary increases for educators next year. However, the article states that the increase will be paid from different budgets: for schools — from the state budget, and for kindergartens, colleges, and vocational schools — from local or regional budgets. Please tell me, can employees of preschool education or teachers of colleges/vocational schools not receive a salary increase if there are insufficient funds in local budgets? What are my rights in such a case and how can I protect myself if the promised increase does not happen?
