Appointment of judges by presidential decree

I read news that the president signed decrees on the appointment of judges to appellate commercial courts. I am interested in whether it is legal for the president to make such decisions – is this the only procedure for appointing judges at this level, and are there any possible restrictions or alternative options? I would like to understand who exactly elects and appoints judges in Ukraine and on what grounds.
